BBC idea to charge for iPlayer by extending archive and availability of programmes
The BBC has been accused of trying to bring in a 'two tier' licence fee after it was revealed the corporation is looking into a pay-per-view scheme for its vast archive.
Under the controversial plan, viewers would pay a small, but yet to be disclosed, charge if they wanted to watch a BBC programme from its huge back catalogue.
At the moment many favourites can be seen for free soon after broadcast via the online iPlayer service but for a limited period
The new scheme would let them see programmes at any time, either to watch once or, possibly, to download - though this, too, may turn out to be for a limited period.
According to trade journal Broadcast, insiders say the plan will not be for a profitable venture but one which charges to cover its costs. The service could cost millions to set up and operate, say industry experts.
A BBC spokesman admitted: 'Careful modelling will be required but it's something we're looking at.
'This is one of a series of ideas we are considering.'
Problems that need to be ironed out include what to pay independent production companies who own the content rights on many BBC shows made since 2003.
Then there is the conflict with the DVD/Blu-Ray sales of BBC series and how the service could affect profits.
To counter this, the pay per view service will not offer previews, interviews or any of the extras to be found on a typical series DVD or Blu-Ray box set.
The BBC spokesman added: 'We need to talk to the industry to ensure we are doing it in a way that works for everyone, so it is not imminent but it is something we are looking at.'
In previous interviews, BBC director general Mark Thompson compared the pay per view idea as like having a BBC library where 'shelves are cleared every seven days.'
The BBC is hoping to the system will be in place within three years and already established by the time its Charter is renewed in 2016.

Electric Sofa to launch 3 channels on Sky
New broadcaster Electric Sofa has confirmed plans to launch three new entertainment and movies channels on Sky in the autumn.
The company intends to launch a film channel devoted to showcasing British-funded or produced movies, along with "rarely-seen gems".
It will also launch a general movies channel screening blockbusters, premieres and classic titles aimed at the 16 to 34-year-old audience.
The third channel will broadcast a range of general entertainment programmes, including in-house content and acquisitions.
All three channels will be made available free-to-air on Sky on November 1, with Electric Sofa already talking to advertisers and sponsors.
The firm also said that the channels will be coming to "other platforms and online", but it did not provide any specific information on that.
Electric Sofa is co-managed by Andrew Burns, who was previously chief operating officer at Film24, the movies broadcaster which recently went into liquidation.
Burns said that Electric Sofa has "ambitious growth plans" for its channels, which will involve carrying the "very best in films and entertainment".
"Conversations with investors and content providers are well advanced and we have already recruited several industry experts who are specialists in their field to support and advise the management team," he said.
"With these new programmes and archive classics, we aim to make Electric Sofa the new destination for viewers in the UK and Ireland."
Ursula Adeane, Electric Sofa's other managing director, who is a former senior executive at Canis Media, added: "We are actively identifying and acquiring new material to ensure that Electric Sofa will be the viewer's favourite place to go for original, fresh films and entertainment.
"We are building a strong and talented team for this exciting venture, as well as exploring strategic partnerships to enhance and grow the brand."

What UK TV Channels are available on small satellite dish on the Costa Blanca Spain
Here is a full channel list (correct as at December 2009) of the UK TV channels that you should be able to receive on the Costa Blanca area of Spain on a small satellite dish.
These are all the free to air (FTA) channels that can be received without a Sky viewing card, on a Sky digibox, a Freesat satellite receiver, or a generic satellite receiver.
This is due to the fact that these channels are on the Astra 2A south beam frequencies, the Astra 2B south beam frequencies and the pan European Eurobird 1 beam frequencies.
You will not be able to receive any of the FTA UK TV channels from Astra 2D, such as BBC or ITV, as these require the big 1.8m or 2.4m satellite dishes.
When I say small, I managed to receive all of these on a 80cm satellite dish. Some of these are able to be received even on a 60cm satellite dish. But as we are in a fringe reception area, the channels may not be available during periods of heavy cloud cover or rain.
